Voluntary Stewardship Program

Washington’s Growth Management Act (GMA) requires counties and local governments to adopt development regulations to protect critical areas. In 2011, the Voluntary Stewardship Program (VSP) was established by the Washington State Legislature as an amendment to the GMA. The VSP serves as an alternative to traditional regulatory methods, and offers a voluntary approach to protect critical areas and promote their voluntary enhancement through incentive-based measures, while maintaining the viability of agriculture. The VSP Work Plan was formally approved on December 15 , 2017. If you have questions about the Voluntary Stewardship Program or are interested in participating in voluntary stewardship activities as part of the program, please contact Adam Cares at or (509) 684-2401.
